Kerala PSC Advice Memo

The advice memo for appointment means the process of advising a rank holder who has a rank in the PSC list to a reported vacancy to KPSC. This advising process is according to the KS and SSR - 14 to 17 acts. Before sending the advice memos PSC would estimate the reported vacancies from various departments for a particular posts. If there are 20 vacancies it will make into a unit of 20. From those 20 vacancies 10 will go for OC (open competition) and next 10 for BC (backward class). If the number of vacancies is below 20, 50% of the number will go for the OC candidates and other 50% will be for the reserved candidates.

The rotation chart which follows for considering candidates for the posts like LD clerk is following.

This order will prepare by PSC. Then select the proper candidates for the vacancies. The first candidate will consider for first reported vacancy. If two departments reported the vacancies on same day, the first chance will get to the first one which had submitted the application letter to the PSC. If this date is also same KPSC will consider the names of the departments and consider them according to the alphabetic order.

The following example will tell you this in detail. If the 10 vacancies would report on 1/8/14 by Health Department and Education Department, if the date on letter also same PSC will consider the education department first. Then the first 10 candidates from OC section will select without the consideration of their caste. Then the candidates will select for the remaining vacancies in the order Ezhava, SC, Muslim, LC/AI, OBS, SC, Ezhava, Muslim, Ezhava, Viswakarma from the main list (below the rank 10) or supplementary list. After this procedure they will arrange the candidates who are under same reservation category for getting seniority. For example, if the rank number of the candidate selected on OC turn 19 is 10, that of the candidate who considered on the Ezhava turn 2 is 11. Then Kerala PSC will change their order and give seniority to the person who has the rank 10. This is the way through which the advice order determines.

  3. If there are 14 Vacancies will 7 Vacancies get filled by candidates belonging to Open Category? Also if some of the people who got the advice are not joining, when will next candidates from the rank list get advice?

  4. If 14 Vacancies are reported, How many vacancies would be filled by OC candidates? If candidates who get advice from psc are not joining, when will they send advice to the next candidates in the ranklist?
